An Oklahoma out-of-state medical marijuana card is a temporary patient license issued to patients with valid medical marijuana licenses or cards from other states (issued by that state government) to permit the legal purchase, consumption, and cultivation of medical marijuana and related products in Oklahoma.
Issued by the Oklahoma Medical Marijuana Authority (OMMA) in the form of an identification card, the Oklahoma out-of-state medical marijuana card serves as proof of the non-resident's status as a valid medical marijuana patient in Oklahoma.
The Oklahoma out-of-state medical marijuana card may be issued to an adult or minor with any condition for which a medical marijuana card can be issued in their home state. Since Oklahoma does not have a list of qualifying conditions for medical marijuana, a minor or adult who has been certified under their state’s medical marijuana program and issued a medical marijuana card under the program can apply for an Oklahoma Out-of-State medical marijuana card.
No. Although medical marijuana patients in Oklahoma’s bordering states, such as Arkansas and Missouri, can apply for Oklahoma out-of-state medical marijuana cards, patients from Texas are ineligible for out-of-state MMJ cards under the Oklahoma medical marijuana program. The OMMA considers low-THC cannabis or medical marijuana users under the Texas Compassionate Use Program (TCUP) ineligible to obtain Oklahoma out-of-state medical marijuana cards because the Texas government does not issue medical marijuana cards or MMJ licenses under the TCUP. Having a medical marijuana card or license issued under your state’s medical marijuana program is a prerequisite to obtaining an Oklahoma out-of-state medical marijuana program.

The Oklahoma out-of-state MMJ card attracts a $100 application fee. The OMMA does not offer reduced fees for out-of-state MMJ patients. The application fee for the out-of-state card may be paid by Visa, MasterCard, or Discover debit or credit card. Note that an additional $4.30 credit card processing fee will be added to the transaction. Also, the application and processing fees are non-refundable.
An Oklahoma out-of-state medical marijuana card is valid for 30 days. However, the Oklahoma Medical Marijuana Authority allows non-residents to apply for a new license or out-of-state medical marijuana card beginning one week before the expiration of their current out-of-state license.
The Oklahoma Medical Marijuana Authority does not issue caregiver cards for individuals acting as caregivers for minors issued with Oklahoma out-of-state medical marijuana cards. However, the OMMA will print the name of the parent or legal guardian who signs a minor’s out-of-state MMJ card application on the minor’s out-of-state MMJ card.
Printing the caregiver’s name on the minor’s Oklahoma out-of-state medical marijuana card is important so the parent or legal guardian can buy medical marijuana for the minor at OMMA-licensed marijuana dispensaries. Note that out-of-state minor patients with Oklahoma out-of-state MMJ cards cannot enter Oklahoma marijuana dispensaries without their parents or authorized legal guardians.
An Oklahoma out-of-state medical marijuana card includes essential information such as the patient's name, photograph, date of birth, city and county of residence, license type, expiration date, and a unique medical marijuana license number.
